Eutalia is a partner in the European Union Training Initiative (EUTI), an EU-funded project coordinated by the Centre for European Perspective (CEP). The initiative aims to strengthen the capacity and readiness of civilian, police, and gendarmerie experts deployed to international crisis management and peace support missions.
At a time when the EU seeks to enhance its role in civilian crisis management, EUTI represents a key tool for delivering harmonised, rapid, and high-impact training. The project addresses complex challenges such as hybrid threats, human and climate security, gender mainstreaming, cultural heritage protection, and the use of artificial intelligence, by offering specialised, tailored, and interoperable training courses.
EUTALIA, in collaboration with the Carabinieri and the Sant’Anna School of Advanced Studies in Pisa, will play an active role in organising training sessions for personnel selected to participate in international missions.
The project runs for three years (April 2025 – April 2028) and is structured around three main pillars:
- Respond – Address training needs through tailored pre-mission and in-mission training courses, provided based on the specific demands of beneficiaries;
- Advise – Offer technical support to harmonise and standardise training in line with the 2024 EU Policy on CSDP Training, and support certification and quality assurance processes in cooperation with the European Security and Defence College (ESDC);
- Innovate – Serve as an experimental hub for innovative approaches to training on emerging topics such as hybrid threats, the security-climate nexus, and the protection of cultural heritage.
The primary beneficiaries of the project are civilian experts, police officers, and gendarmes either deployed or preparing to be deployed in international crisis management missions at both national and international levels. The project also targets EU institutions, Member States, and international organisations involved in the training and deployment of personnel.
The EUTI project brings together a strong consortium of 15 civilian, police, and gendarmerie partners from across Europe.
