EU-ACT – EU Action Against Organised Crime and Terrorism: an European Union initiative within the Global Illicit Flows Programme

The EU-ACT project (EU Action Against Organised Crime and Terrorism) is one of the European Union’s key initiatives to effectively counter transnational organised crime and terrorist threats. Funded under the “Global Threats” component of the EU’s Foreign Policy Instruments (FPI), EU-ACT is part of the broader “Global Illicit Flows Programme” (GIFP), with a total budget of EUR 19 million for the period 2023–2028.

The project is implemented through a collaboration between FIAP – Fundación para la Internacionalización de las Administraciones Públicas (Spain), CIVIPOL (France), and the Arma dei Carabinieri (Italy).

Objectives and approach

EU-ACT aims to strengthen the effectiveness of global efforts against illicit trafficking, smuggling, organised crime and terrorist networks, with an approach grounded in the rule of law and the respect for human rights. The project is structured around three specific objectives:

  1. Strengthen the fight against organised crime in Central and South Asia, East Africa and the Middle East, in line with international legal instruments.
  2. Improve criminal justice responses to the terrorist threat in Central Asia and the Caucasus, focusing on strengthening law enforcement capacities and ensuring judicial independence.
  3. Enhance regional capacities in threat analysis, promoting women’s participation in judicial and law enforcement processes, and ensuring compliance with international human rights standards.

Geographic scope

While the project has a global reach, EU-ACT focuses its activities primarily in Central Asia, the Middle East, East Africa and South Asia, following an integrated and trans-regional approach.

Activities and expected results

The project develops along three main components: capacity building for law enforcement, strengthening the justice system, and improving threat analysis. Planned activities include:

  • Threat assessment and the development of a shared criminal intelligence picture;
  • Multidisciplinary training to counter high-risk criminal networks;
  • Support for the development of investigative capacities against synthetic drugs and precursors, including New Psychoactive Substances (NPS); support to joint investigations on organised crime and drug trafficking; support to asset recovery from criminal activities;
  • Judicial cooperation and mutual legal assistance among countries in the region and with third countries;
  • Promotion of information sharing and inter-agency coordination;
  • Initiatives promoting human rights and increasing women’s involvement in organised crime counteraction.

Among the expected results:

  • Enhanced operational capacities of law enforcement and judiciary in tackling organised crime.
  • Increased cooperation between judicial and police authorities at regional and international levels.
  • Development of coordinated, evidence-based responses to terrorism.
  • Improved inclusiveness and gender perspective in counter-crime and counter-terrorism efforts.

 

Eutalia for EU-ACT

Within the framework of the project, Eutalia supports the Carabinieri Corps in the operational, administrative, and financial management of planned activities, thus facilitating the international projection of some of the best national expertise.
